Efrain Rojas: Expand mayor's cleanup plan

Regarding the mayor's plan to clean up graffiti, it should be amended to be a plan to clean up every dilapidated lot and roadside in the city. The graffiti problem can be remedied by action from the state Legislature with a simple tax on spray paint canisters. Make the cost of spray paint prohibitive ($10-$20 per canister), and the problem immediately disappears.
